With everything they've done I'm kinda surprised this hasn't already been released as DLC, but this is about as good a time to release it as you could choose.
Accept that Activision has no real say in ANYTHING Blizzard. It was Blizzard's parent company that bought out Activision in that merger and Blizz still has the same non-interference contract with their parent company they always have.
