Depends on the intended use. Unmarked traffic enforcement cars and many others will have “e” plates just like other public vehicles. Fleet cars assigned to detectives and the like will have standard plates. PPB has cars registered not to PPB or the City of Portland, but in the name of action movie stars.

Not assigning the unmarked car to traffic enforcement doesn’t preclude an officer in an unmarked vehicle from enforcing violations when they occur.

There are plenty of unmarked police cars in Oregon. Portland Police Bureau has unmarked Camaros, Mustangs (maybe not anymore) and Chargers. OSP has several. You can always spot them if you are paying attention. If you are driving like you’re the only asshole on the road, then yeah, I can see how you’d miss one.
