This is a huge bone of contention where I live. The cars are plugged into the OBD and order to determine readiness, and are sometimes only tested by OBD, if they are newer. This means that ANY CEL issues have to be fixed before emissions. So if you have an O2 sensor that’s not at 100%, you have to have it replaced,
