It's a case-by-case situation. If the players are on a team that has enough depth to have above replacement-level players available to back-up the injured guy, then yes, the injury-prone player is more "valuable". But not all teams are like that; the article assumes that's the case but a lot of teams don't have that…

His past 3 seasons, sure. He was amazing 3 years ago, but there's a noticeable trend in those 3 years. He's struck out a TONNE more last year than he did 3 years ago. Somewhat relatedly, he was much closer to league average with the bat last year than 3 years ago, when he was a well above average hitter.
