I believe that they way officers are trained needs to change so that even situations where extreme caution is reasonable can have less danger of injury and death.

Even if he “controls himself” and never does anything to them physically, the pleasure I imagine someone like that getting from having that kind of power grosses me out almost to the point if retching.
