I used to work at a movie theater and it is expected people will just leave their trash and make a mess. It’s nice if they don’t, but part of our jobs was to clean up after each show. Just think, those slobs are creating jobs for hardworking ‘Muricans.

I don’t know the law in every state, but usually refusal is a separate crime with similar penalties to DUI. That is less susceptible to Constitutional challenges.
