Ummmm, the inference here is that it costs money to give birth in a British hospital- which it doesn't. Even if you have to have a cesarean. So the impetus here isn't necessarily about reducing cost to the mother.

"Midwifery units", as opposed to birthing centers, are in hospitals so an intervention can happen if necessary. Stop being an alarmist. Nearly all data supports the notion that obstetricians who are surgeons by trade are not equipped to assist in a normal birth.
