I think the Dollar Bill poster was just covered in shadow. The poster was on the wall of a white supremacist group’s trailer, and he’s shown alongside a racist depiction of a black bank robber.  Also, Dollar Bill is very much dead - he got his cape stuck in a revolving door during a bank robbery and was gunned down.

Apparently, the series is set 8 years after Revenge of the Sith, roughly 9 years before the Rebels episode.
