This is sort-of true. If you’re a US citizen paying taxes in a country that has higher taxes than the US and has a tax-treaty with the US, you do not pay taxes on it to the US under a certain amount (I think it’s somewhere around $90,000) - this is meant to prevent double taxation.

There was a lot of press in the spring about Blake Wentworth, a Prof. at UC Berkeley, who was found guilty of sexual harassment last October but (as far as I know) has received no punishment. From what I remember, there have been a number of cases over the past few years like this at Berkeley. Here is one article
