Having two of the best teams in the league, both of which are stocked with young stars, play on a field that could very easily lead to any number of those young stars being seriously injured seems like a self-evidently bad idea.

As for the chicken/egg argument, Bettman absolutely takes marching orders from the owners.

If I remember correctly, coming out of the lockout he chose not to sign a deal with ESPN in favor of signing one with Versus (now NBC Sports), a channel that was available in less than half of homes, for an amount of money that ended up being around $500k/team difference.
