Can we tell if a nuke is in the missile by the small amount of radiation it gives off? I know we have some sophisticated satellites and other air asserts can the detect radiation.

I agree. To enforce a save zone you would need to establish a no fly zone, put boots on the ground, establish an end game / exit strategy (hopefully). These are all very relevant to a military blog.
