Yes but the point is if you can get them to lock your brakes are powerful enough. Changing from drums to discs won’t change the coefficient of friction between your tire and the road. Locking the brakes is a standard test.
Study hard at engineering school and be really smart. True innovation can only exist in areas such as this where there is no clearly defined answer or existing solution. The goal was to find a tire that met a comfort and a performance baseline; sounds like they put a lot of thought into how the tread was constructed…
