Hiring may be a "crapshoot" for you and in that case, yes, testimonials or references probably wouldn't work. Some hiring managers take a more analytical, and less cynical, approach. That approach also leads to lawsuits based on bias so trend carefully if you aren't using objective data to make a hiring decision.
