The Valeyard wasn’t a future Doctor exactly - he was “an amalgamation of the Doctor’s darker sides from between his twelfth and final incarnations”, so it’s never really been a question of where he fits in so much as how the hell he came into being.

I think it’s far more likely that Ruth is either a far future incarnation of the Doctor, or from a parallel universe or alternate timeline. It would have to be quite contrived to fit her in somewhere in the Doctor's past at this point - plus it's been done before with the War Doctor.
