Basically, yes. Not everyone who gets bitten gets eaten - lots of people get away. Also anyone who dies of any other cause becomes a walker. Both of these things have been shown on the show dozens of times.
Setting zombies on fire isn’t to make them feel pain - it’s to burn away bits of their bodies so they can’t move anymore. Sure, they’re not dead without destroying the brain, but the fire could do that, and if it doesn’t they’re still going to be far less of a threat without arms and legs.
