Meh, yes and no. This was still during the empire building days. So a level of grandeur in the buildings of your country’s capitol was necessary. The U.S. was still trying to emulate the renaissance mindset, to a degree, and with that would come the attempt to emulate how the empires of the Greeks and Romans looked.

Except by mainland standards they are charging 10 times the cost. Wages in Puerto Rico are far far lower. Yes there is the cost of bringing outside workers and housing them. It’s not ten times the mainland cost though.
They’re charging ten times the rate before you include your variables. Plus, most of those variables will be mitigated by clean up crews paid on a completely different contract to clean up the devastation. Especially considering the power will be completely off in those areas and ANYONE can clean up a dead powerline.
On a 40 hour/week schedule that contract is charging almost 10 times the cost of a lineman too.
That’s with a large chunk of overtime though. His base salary is far far below that. This company is charging $638k/year. Almost 5 times the cost of a lineman, that clearly works 50-60 hours a week. While that contract would clearly be based off a 40 hour/week cost schedule.

Crony capitalism at it’s worst. Also, no foreman makes close to $644k/year in wages. The profit alone on that portion of the “contract” is in the area of 400-500%.
This sounds like it’s designed more for internally sealed wounds that require more flexibility than the normal super glue seal. The latter of which, many of you know, can be quite rigid.
