I believe this is an actual print run. You can already self publish on the Kindle with no exclusivity contracts. But to get a print run, you can either attempt a deal with an existing publisher or go with an often dodgy self publishing firm. Amazon is offering another publishing firm.

I love when he is first describing the what the cure is and how it heals the brain no one reacts. Then he announces its name, "The Cure," and everyone is all excited.

Umm...You can't lose rights to copyright. Only trademark. Sega owns the copyright on Streets of Rage and nothing will result in them losing that right. Even if they were to release it under a creative commons license, they would still own the copyright to the original works.
