RE:Battery Packs - In the US at least, they do limit battery packs to 100Wh (20,000 mAh) without approval, and up to 160Wh (32,000 mAh) with airline approval (how you get that i have no idea). Note, a 20,000 mAh batteries can last a pretty long time (quick search says about 6 iPhone recharges)
