Not in the specific way Sublime did. Topper never had the kind of rhythm patterns Bud would do so the improv was over a much simpler beat. Minutemen did it and were obviously a gigantic influence on Sublime (and Watt is a good friend of theirs) but they were a little more constructed, not the kind of sprawling

That's a glib interpretation at best. No one else was blending the different styles they did, doing jam-style improv over a punk backbone like they did, and every band member had a unique and varied style.
