T-Mobile does this on phones that you purchase from them with all of the built-in T-Mobile bloatware. If you load a custom rom or bring your own phone, the T-Mobile wifi-calling feature does not work.

It’s nice to be able to make AND RECEIVE calls over the regular old phone dialer, though. As far as I know, the TMobile version requires a separate app, and if someone calls YOU while you’re on wifi it still comes through as a regular phone call.
