I’ve been a groomer for 20 years. It’s a Maltese. No such thing as a “Maltese Toy”, but Maltese are a toy breed. Doesn't look anything like a Portugese Water dog, those are much larger, tightly curled hair and don't come all white. Slight possibility of Havanese or Coton but most probably Maltese.
