Yes the public transportation helps, but it has more to do with the culture than the existance of public transportation. Even if there wasn’t public transportation they would let their kids roam on bikes, just like we (Americans) did in the past.

Having Driven, biked, motorcycled, taken buses, ferries and trains. I can assert that Driving isn’t the most stressful. Riding a motorcycle in the rain is the most stressful by far.
