I think one main factor I would consider in regards to public transport is if there is a train that gets you from the airport to the city. Take Amsterdam or HK as an example. The airports are outside the city but there is a train that takes you directly to the city and from there you can go anywhere.

I used to see China Eastern come up on a google search as the cheapest international flight anywhere (pre pandemic). Granted, you had to fly to China first and have a one day layover before your final destination. But if you were flexible, this was by far the cheapest option.
