No! A renter does not pay property tax, unless you assume it's included in his rent. The owner is paying taxes, so he needs to get enough rent to pay his expenses and make a (GASP!!!!) profit. Sorry - I know the "profit" concept is "evil!"

I guess I don't understand why he can't buy his own car. A decent used commuter car wouldn't cost more than ca. $5k, as they indicate. He has a job, and very little lodging cost. And, is it really 21 miles each way? That's about eight hours a day commuting time. And why can't he take a bus?
