The new design matches their delivery methods. Ninja-like and stealthy. They sneak up to your house, ring the doorbell without anyone hearing or seeing them, slap that note on your door, and delay your next-day package by two days because "you weren't home". Perfect redesign, IMO.

All of your examples are cases where it would affect other people, therefore, should be regulated. Me alone in my car, does not.
Might seem stupid, but I still think that seat belts are the worst car regulation. I agree, they increase safety. They reduce deaths in accidents. But I don't think the government should tell me that I HAVE to be safe when seated in my own car. How does my not wearing a safety belt harm others around me? Does me…

Plus, they can be made on the cheap if you pay a visit to your local junkyard.

Easy. Leases. Most of them are leased, not owned. You can lease a 3-series BMW for $299 a month here. A Silverado can be leased properly equipped for $399 at the right times, no more than $599 at the wrong ones.
A Honda Odyssey is $42,000 in premium trim. Most SUVs are pushing $40k, up to $90k for an Escalade. $50k isn't that much for a wagon anymore. :-)
