I used to use this broiler preheat trick on my 'rents oven when I lived back at home, I can attest from experience that it works well for heating casseroles or frozen things like fries, pizza, pizza rolls, etc.

Most ovens do not do what you describe, the parent poster is correct. They use a duty cycle to regulate temperature and the element is either on, or off at full intensity. Much how like most Microwave ovens work, they cycle the magnetron on and off depending upon the % power setting.

There really is even less of a point when you look at booming countries like China and India who give zero fucks about carbon this or smog that. Look at the carbon footprint of a human being and extrapolate that to the populations in those countries. It makes the whole OMG GREEN movement in this country look pretty
