In Utah they're doing this with cement freeway overpasses, building them off the side of the road then just closing the freeway for a couple hours in one night while they use giant rollers to put the massive things in place, rather than closing the freeway for weeks to months while they build the thing in place.

I don't think so dudes... the huge radius of the earth and our relatively low speed doesn't do much in terms of the force holding the water at the equator. The difference in gravity is only 0.3% at the equator if the world were to stop spinning (0.03 m/s^2 difference out of 9.8 m/s^2 which is earths gravity)
