Not just SoCal, even up here in the Bay Area. In a reasonably heavy downpour I see some impatient folk driving over 60/70 on the freeways. No wonder some of them hydroplane on the soaked roadways or when they hit standing water on the left or right extreme lanes. It is just as bad as driving fast after the first rain

Ironically, of all the vehicles Adam cites as maybe sometimes qualifying for the tax credit, none of them are available as FWD only. They’re all either RWD or AWD.

Unfortunately it’s not the case that if you remove the cladding there’s a “normal” car underneath. The panels were designed to be of a piece with the cladding, and they look very unfinished without it.
