CARB vs EPA is THE states’ rights discussion. It is by far and away the biggest states’ right bugbear there is.
The Republicans are always pounding their fists screaming “States Rights!” whenever they want to limit a group’s civil rights, or impose state religion or limit reasonable access to birth control (to name just a few issues). Trying to neuter CARB would only expose their hypocrisy.
I work with the EPA regularly. The CalEPA is looked at as almost an equivalent agency as it pertains to setting standards and precedents. Interesting States rights discussion could be had here.
