We don't know. It's certainly framed that it could be, but it could also be a picture of that red herring you caught that one time.
It's certainly possible. Removing the possibility of post-mortem staging, Dad looked like he was taken unaware, and seemed to be shot in the back of the head. They didn't say anything else about the scene at all, so torture doesn't seem to fit.
The other thing that's hitting alarm bells for me is the removal of the fingernails. Liv and co know that scratching is what gets you on Team Z, but your average Joe Public probably wouldn't know that. And even if they did, why do it postmortem?
