I think her two children were also on the ride. She probably felt a lot of pressure to stay and make them happy, otherwise they'd need to leave too.

I still remember going on a terrible ride called The Flying Carpet and another called a Viking Ship when I was very young. I was definitely too small to be on either, and felt genuinely terrified the entire time, since the solitary metal bar/hand rail was far too loose. I have no intention of going on rides like that…
I hadn't even thought of the weight/obesity aspect until you mentioned it. Obviously I don't mean that in a 'fat shaming' way, and we have no idea what she looks like. However, it may have played a role. Perhaps the employee didn't want to offend her, and so on.
It's not as if she had any idea it was going to happen! I imagine being sued and wrongly vilified will be bad enough.

In the UK, the smallest size most clothing shops offer is an 8. A few (minority) offer a size 6. Nothing smaller than that in adult clothing.
