All that says is that they wanted it to be, not that it is. In the end, they decided it wasn't due to console war concerns. Once that decision was made, Capcom considered it to not be a main entry.

I honestly couldn’t tell you offhand, but until I enable exclusive mode on it, it won’t take any kind of voice input. The system recognizes that it’s there, but it doesn’t work otherwise. Latency was never an issue to my knowledge.
