It's the difference between complying with the spirit of the law (we have to release all properly requested public documents) and the letter of the law (but there are enough exceptions in there that we really don't have to release shit if we don't feel like it and put the proper excuse around it).

It was a fucking baffling decision to hire him considering the rumors that he was part of a coverup. For a lot of schools, rumors might be rumors, but even the suggestion that he'd done such a thing was the last thing Penn State needed.
