But you would think that if it says “No Swimming” they wouldn’t want their toddler swimming in the water. Especially since they did not know why it said that. Usually when a sign says not to do something, common sense says there is a good reason for it.

It’s not just you. It is awful.
I hate to say it but, personally, I would never stick even one toe in any bodies of water in Florida. Except, maybe, the Atlantic. If I could see the sand below my feet.
It was a two-year-old in about a foot of water. Most two-year-olds aren’t even three feet tall.
However, one foot of water for a two-year-old is pretty much swimming territory. My almost-three-year-old is a less than 3 feet tall so that would be about half the body covered if this kid was smaller than mine.
Apparently they need signs that say, “NO SWIMMING, WADING, OR TOUCHING THE WATER. ALLIGATORS MAY BE IN THE VICINITY.”
