I'm not sure the factory farming had a big enough part to make a huge impact. Okja was raised as a pet, and we didn't see the slaughter house until the end. I'm not sure if I'm giving out spoilers, but it was more important to save the one animal, than all the animals, from the plot POV.

yeah, I think that convicting Bayley would have just made him a scapegoat, and nothing would change. I think that's why the young SWAT guys lack of training seemed like the big tragedy for me, He sort of embodied everything that they should have been fighting to change.

I'm not sure how I feel about it, or even if I can articulate, but it seems to be one of the themes of justice/penance/forgiveness. Sort of the opposite of Poussey's Dad.
