I think it’s the law in just about every state at this point. And no, no one pays attention. That said there are studies that show even hands free calling is a distraction while driving. Though typically it’s the more brain taxing the conversation the more distracting it is.

No, the engines are far more important. They want a ship that will last 250 years, but the fastest we can go right now takes more than 10,000 years to get to the closest star.
The engine would actually be the easiest part about it. The hard part would be having a living facility that can withstand the rigors of space for 200+ years. The ISS is currently dealing with an air leak. How long would a generational starship last if it doesn’t have a constant resupply of air?
This is a bit like putting the cart before the horse, isn’t it? Shouldn’t getting the engine design down first be far more important than anything else?
