I’m just surprised how they didn’t hit the Rolls.

They didn’t “crash into each other.” The cop crashed into the Smart car.

If the cop had his lights and siren the reaction from all the cars involved would have been significantly different, but even without that and the Smart drifting, any car driving at a reasonable speed would have been able to avoid the Smart or at the very least brake quickly.  

Cop had plenty of time to break and correct course if he hadn’t been going at that speed and had used his sirens. No other way to see it.
