Pure speculation, but i'd guess it is camouflaged because it is the second prototype. In Batman Begins, the Tumbler originally looks like this until Batman paints it black. The Tumbler was originally part of a two-Tumbler bridging vehicle set, I'd imagine this is the other one since the first was blowed up in TDK
