You're right. However, I wonder when the water vapor turns into liquid. It could vaporize when entering the tire, but the increasing pressure as it's inflated could make it turn into liquid during the process and remain in that state indefinitely.

Any gas will decrease its pressure when the temperature falls. Remember PV = nRT? If the Temperature falls, in order that the ideal gas equation remains true requires that Pressure falls too, whether there's water vapor in the tire or not.
