See above regarding the present perfect tense. In particular, you disprove your own point by noting that Trump said “[has] done” -- if he meant the past tense, he would have said “did.”
The present perfect consists of a past participle (the third principal part) with “has” or “have.” It designates action which began in the past but which continues into the present or the effect of which still continues.

Car looks nice but the price/mileage ratio is out of whack. I daily drive a 2001 viggen sedan that I bought last year for $10k with 38,500 miles on it - obviously that’s at the top of the range, but you usually see viggens with 80-100k miles listed for $6-7k on saabnet.
