My initial thoughts were that she sounded like Wendy Mallick. I'm specifically thinking of her voice work as Beautiful Gorgeous on Nickelodeon's Jimmy Neutron.

Actually, at Cersei's coronation Qyburn was wearing the Hand of the King pin.

Her love for her children was her one redeeming quality (that and her cheekbones) so it's interesting that now that they're gone she's "unrestrained".

Perhaps because she enjoys committing murder and although it's very very understandable it highlights the difference between justice and revenge.

And also because Cersei firmly believes that Tyrion is out to get her, it's more in-line with ASOIAF for Jaime to be the prophesied valonqar.
