The saint of killers isn't an angel, he's a relatively normal person who was sent to Hell and now acts like a supernatural bounty hunter. Angels remanifesting when their current avatar is destroyed is, as far as we've seen, a uniquely angelic thing and whatever the saint is, he's definitely nor an angel.
