I think you have overlooked the subtext of this very likely response to autonomous vehicles. Infrastructure won’t be doubled. Access to the infrastructure will be incrementally withdrawn from human operated vehicles until the last of us are relegated some pothole strewn frontage route. Forbidden from the ultra modern

I’ve worked extensively in heavy construction and I can assure you that this kind of safety issue will always present itself. Safety precautions cut into profits. If you want to compel safety improvements you have to present a financial motivation.
