I don't think The Witch is supposed to scare the audience. It's easy to see why the family are scared but the audience is watching to see how the story plays out. I don't remember any part where it tried to scare you. The only scary bit in Silence Of The Lambs is Clarice in the dark at the end. It's a crime film.
