In a way it did work. Maybe not exactly how he intended it, but there's a sort of genius in that form of failure. Especially if it continues to pan out for him time and again. That's more than just dumb luck.
I think you are projecting. I believe the writers have spoken about their enthusiasm for incorporating "teen romance" into the show. It could be they know the network they're on so they're preemptively accommodating the suits, but I don't think it's notes per se.
