The 1.8 is under powered for the Jetta for anything other than moderate driving. I had a detuned 2.0 in a Passat rental and the car was downright slow in passing maneuver.s

I’d get that checked out. We regularly see 34 average and have easily gotten 36 on longer trips with ours.
