Yes pedestrians are allowed at other races but who knows for this. But seeing how those walkways will be the only way to physically travel between the inside and outside of the track, I would hope they are open. Would also be a way to view the race without paying for anything.

Situations like this especially a phone crashing/tumbling away from the owner is a good reason to instead use some type of chip/sensor that is implanted into the person to better determine if an actual human is in danger rather than a phone.
