Moffat’s concentration on the Doctor himself tends to crowd out non-Tardis crew characters. Mark Gatiss could have been left out of the episode entirely for all the impact he had on the plot, apart from the Christmas Truce bit (and it was a Truce, not an Armistice!)

I wouldn’t necessarily blame Moffat for the new Doctor’s first acts. When Ten regenerated into Eleven, and Moffat was taking over from Davies, the scene with Matt Smith was actually written by Moffat. So I would not be surprised if Chibnall wrote Whitaker’s first scene.
