I was wondering that too but I saw the movie again and if I recall correctly, Finn is told about the plan from Poe (who knew Holdo was loading everybody onto the shuttles but didn’t know exactly what she were doing with them) while they’re on the casino ship and he loudly related it within earshot of the code breaker.

When they’re coming back, Poe warns Finn and Rose that they’re all being loaded into transports. They cut to DJ to show he’s listening.
