They don't need to develop them all, to seed the show with name-drops. If they don't use that character, it's an Easter egg. If they do, then it's foreshadowing. So it's a win/win for the writers to name-drop as much as they can.

She was a random businesswoman who got into an argument with Firestorm on the street, so he turned her clothes into soap bubbles, and then she sued him. Just a one-shot, and she was never heard from again.
